Dependancies on ps

There seems to be an awful lot of places where nocol depends on a
specific version of PS.  Of course, on Solaris, there's a UCB-like
version and a SysV-like version... depending on which one gets caught,
you can be in for a terrible time trying to get various parts of NOCOL
to work.  It might be nice to have a place (maybe in the Configure
script) where each depandancy lives...
